Announce Recall of Butane Lighters WASHINGTON D.C. In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Ace Hardware Corp., of Oak Brook, Ill., is recalling approximately 403,000 Ace butane, multipurpose lighters. These lighters can leak excess butane when they are in use, causing an unexpected flashback or sudden burst of flame. This presents a risk of burns to consumers and unintentional fires can occur. Ace Hardware Corp. has received six reports of flame flashback, one resulting in a small kitchen fire and one consumer having her hair singed. The lighter is approximately 9 inches long, has a black plastic base with red plastic trim and a metal igniter shaft. The bottom of the handle is marked MADE IN CHINA and the metal igniter shaft is embossed with GAS TORCH. A red sticker on the lighter reads, refillable. These lighters were sold under Ace brand packaging, item number 4100715. The item number is printed on the upper right corner of the packaging. Ace Hardware stores nationwide sold the lighters from March 1997 to May 1998 for between $2 and $3. Consumers should stop using the lighters immediately and return them to any independent Ace Hardware Store for a refund. Announce Recall of 1999-Model Snowmobiles WASHINGTON, D.C. - In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Arctic Cat Inc., of Thief River Falls, Minn., is recalling about 11,500 snowmobiles. These 1999-model snowmobiles could have faulty drive clutches due to the use of a contaminated alloy in manufacturing. If the clutch sheave fails, broken pieces could strike consumers, causing lacerations or bruises. CPSC and Arctic Cat are not aware of any injuries or incidents involving these snowmobiles. This recall is being conducted to prevent the possibility of injuries. The following model 1999 Arctic Cat snowmobiles are being recalled: P/S 700 LE P/S 700 Z 370 Z 370 International Z 440 Z 440 Sno-Pro ZR 440 Sno-Pro ZL 500 EFI ZR 500 EFI ZR 600 ZR 600 LB ZR 700 ZRT 800 Thundercat "ARCTIC CAT" and the model name can be found on the side of the snowmobile. These snowmobiles are painted either white, green, black or a combination of these colors. Authorized Arctic Cat dealers sold these snowmobiles nationwide between October 1998 and November 1998 for between $4,000 and $8,000. Consumers should stop using these snowmobiles immediately, and take them to an authorized Arctic Cat Dealer for a free repair. Announce Recall of Voltage Testers WASHINGTON, D.C. - In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Woods Industries Inc., of Carmel, Ind., is recalling about 14,000 voltage testers. These testers could short circuit, causing possible shock, electrocution or burns. Woods Industries is aware of five reports of the tester short circuiting, including one serious injury to an electrician working with high voltage. He reportedly suffered second and third degree burns to his chest, hands, neck and face. These voltage testers are rated for 120 to 600 volts. "Woods®" and "Taiwan" are molded into the tester's case. The body of the test meter is black, and measures about 6.25 inches long by 2.4 inches wide and about 1.2 inches thick. The wire leads are red and black. The testers have model number 1307, which could be found on the packaging and in the user's manual. Home centers and hardware stores nationwide sold these voltage testers between January 1985 and December 1988 for $10 to $15. Consumers with these recalled voltage testers should stop using them immediately, and return them to Woods Industries for a $20 refund and the price of postage. For information on returning recalled voltage testers, consumers should call Woods Industries toll-free at (877) 221-4627 between 8 a.m. and 5 p.m. EST Monday through Friday. These testers were manufactured by Test-Rite International Co., Ltd., of Bensenville, Ill., and distributed by a company Woods Industries later acquired. Woods Industries is taking the steps necessary to remove this product from circulation.

CPSC, Thomson Consumer Electronics Announce Recall of GE Brand Spacemaker Radio Cassette Players WASHINGTON, D.C. - In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Thomson Consumer Electronics Inc., of Indianapolis, Ind., is voluntarily recalling about 424,000 GE Spacemaker radio cassette players. The unit has an appliance outlet that can overheat, presenting a fire hazard to consumers. Thomson Consumer Electronics has received three reports of appliance outlets on the units overheating and catching fire, causing minor property damage. No injuries have been reported. Only units with model number 7-4285 are involved in this recall. The model number is located on the top of the unit and may or may not be followed by a letter. The unit is designed for under-the-cabinet use and consists of an AM/FM stereo cassette player, a light and a programmable appliance outlet, which allows for a timer to control the power to the outlet. The appliance outlet is located on the left side of the unit. "GE Spacemaker...AM/FM Stereo Cassette Player...Programmable Appliance Outlet" is on the front of the unit. The control panel is black and is located on the front of the unit between the two speakers. Department, electronic and discount stores nationwide sold the units from January 1992 through December 1995 for about $50 to $80. Consumers should unplug the units immediately and call Thomson at (866) 670-4844 anytime for instructions on receiving a free replacement unit. Announce Recall of Children's Fleece Robes WASHINGTON D.C. - In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Limited Too Inc., of Columbus, Ohio, is voluntarily recalling approximately 17,600 girls' fleece robes. The robes fail to meet federal flammability standards for children's-sized sleepwear. The standards require sleepwear, including robes, to be flame resistant, and if the garment ignites, the flame must self-extinguish. Failure to meet the flammability standards presents a risk of serious burn injuries to children. Limited Too has not received any reports of injuries from these robes. This recall is being conducted to prevent the possibility of injury. The robes involved in this recall are available in girl's sizes 7 through 14. The robes are 100 percent polyester fleece, and made in violet, teal and plaid. The front wrap robes have shawl collars and a tie belt. Some of the garments have matching satin trim around the front opening and collar. The robes are labeled "Limited Too" . . . "100% Polyester" . . . "Made in Sri Lanka." Limited Too stores nationwide sold the robes from September 1998 through December 1998 for between $60 and $64. Parents should immediately stop their children from wearing these robes. Return these robes to any Limited Too store for a refund of the full retail price or exchange. In September 1998, CPSC and Limited Too announced a recall of about 390,000 children's satin pajama sets. These pajamas also failed to meet federal flammability standards for children's sleepwear. Limited Too has not received any reports of injuries from these pajamas. These recalled pajamas are woven, 100 percent polyester pajama sets with a satin finish sold in sizes 6 through 14. They are two-piece pullover or front-button styles with sleeveless, short or long sleeved tops, available in a variety of colors and patterns. The sleepwear is labeled, "made in Hong Kong", "Macau", "China," or "Sri Lanka." Limited Too stores nationwide sold these pajamas from December 1995 through July 1998 for about $15 to $39. Parents should immediately stop their children from wearing these pajama sets and return them to a Limited Too store for a full refund or contact Limited Too at the above phone number or address.

Small infants can slip through the leg openings and fall. Infants that are under 2 months of age are at greatest risk.CPSC and Baby Swede, LLC are aware of nine reports of infants slipping through the leg openings of these carriers and falling to the ground. Six of these infants suffered fractured skulls.The "Baby Bjorn" Infant Carrier is a soft-fabric, front carrier sold in navy-blue, black, denim, forest green and other colors. The name "Baby Bjorn" is printed on the front and strap of the carrier.Juvenile specialty stores and mail-order catalogs nationwide sold these carriers from January 1991 through October 1998 for about $75. Consumers should immediately stop using these carriers for children under 2 months of age. All carriers need to be repaired. Baby Swede, LLC is offering consumers a free retrofit kit that, when attached to the carrier, will reduce the size of the leg openings. Announce Recall of Flammable Spray String WASHINGTON, D.C. - In cooperation with the U.S. Consumer Product Safety Commission (CPSC), KMC USA Inc., of Franklin Park, Ill., is recalling more than 190,000 cans of Party Time "Happy String." The product is hazardous if sprayed near an open flame due to the flammability of the propellant. Because it is a flammable product intended for use by children, it is a banned hazardous substance. Use of the spray string around flame sources, such as candles, could result in serious burns. CPSC is aware of two reports of burns resulting from the use of this spray string. A 4-year-old boy that was burned when some of the string ignited while he was blowing out candles on his birthday cake. He suffered first- and second-degree burns on his face and arm. A woman sustained burns on her ear in another incident. Party Time Happy String comes in round metal spray containers about 5-inches high. The cans are mostly white, with various color plastic caps, and contain 1.75 ounces of liquid chemical. "PARTY TIME" is written on the can in different colored block letters, and "Happy String" is depicted as if it is being sprayed from a can of the spray string. Additional writing on the cans include, "MADE IN KOREA" . . . "IDEAL FOR DECORATING WALLS, TABLES, TREES, PEOPLE, ANYTHING..." "Dollar Tree," "Dollar Bills" and "Only $1" stores nationwide sold the spray string between October 1998 and January 1999 for about $1. Consumers should take this spray string away from children and stop using it immediately. It can be returned to any Dollar Tree store for a refund. The hats have a one-piece chin strap. These one-piece chin straps can lead to strangulation if they get caught on playground equipment, riding toys or other catch points. CPSC and Elegant Headwear Co. are not aware of any injuries associated with these hats. This notice is being issued to prevent the possibility of injury. The infant and toddler hats are knit. They are available in a variety of colors and styles. An inside tag reads in part, "100 percent Acrylic...Made in U.S.A....RN 36299 or RN 82864." Mass merchandisers and discount stores sold the infant and toddler hats from 1985 through 1998 for about $2 to $4. Consumers should cut the one-piece chin straps on the infant and toddler hats in half. CPSC reminds consumers never to place any type of cord around a child's neck. Announce Recall to Repair Ceiling Fans WASHINGTON, D.C. - In cooperation with the U.S. Consumer Product Safety Commission (CPSC), the Air Comfort Products Division of Emerson Electric Co., of St. Louis, Mo., is recalling about 20,000 ceiling fan installation kits. Over time, the bracket holding the fan can fail, causing the fan to fall or hang by its electric wires. The fans can fall at anytime, possibly causing injuries to bystanders. In addition, exposed wires could pose an electrical shock hazard. Emerson Electric is aware of 12 reports of the brackets failing, causing the fans to fall. A 13-year-old boy suffered a laceration on the nose from a falling ceiling fan. These ceiling fan kits are model CF10N1 made to use with Emerson fans. The kit is used when a fan is installed on a sloped ceiling or in a "close to the ceiling" mode. The kit only poses a hazard when installed in the "close to the ceiling" mode -- which allows the fan to be mounted higher on low ceilings. The outside housing or canopy of the kit comes in two pieces, and was sold in five colors -- brown, polished brass, antique brass, white and antique white. Lighting showrooms, electrical distributors and hardware stores sold these ceiling fan kits from December 1984 through December 1989 for about $20. Consumers should immediately check to see if their Emerson ceiling fan's housing has a two-piece canopy. Air Comfort will arrange to help consumers identify if their ceiling fans are part of this recall and provide installation if needed. Consumers should immediately stop using the ceiling fans installed with these kits and have them repaired. Announce Recall of Lawn-Boy Power Mowers WASHINGTON, D.C. - In cooperation with the U.S. Consumer Product Safety Commission (CPSC), the Toro Co., of Bloomington, Minn., is recalling approximately 78,000 Lawn-Boy power mowers. Interference with the mower's mulching fan can cause the mower blade to crack and break off. Broken pieces of the blade can be propelled from underneath the mower, possibly injuring the operator or a bystander. Toro has received one report of a consumer who was struck on the ankle by a piece of a broken mower blade while mowing, resulting in a bruised tendon. Consumers should stop using these recalled mowers immediately. The company is mailing consumers free repair kits which include a new mower blade and modified mulching fan. Consumers can have the repair performed for free at a local Lawn-Boy service dealer after receiving the repair kit. Consumers who sent in their mower's registration card will automatically be mailed a repair kit. Consumers who have not been notified should contact their local Lawn-Boy service dealer for assistance. To locate the nearest Lawn-Boy service dealer or for more information, consumers should call Lawn-Boy at (800) 444-8676 between 7:30 a.m. and 4:30 p.m. CST Monday through Friday. Plastic parts of the gate can break off into small pieces, creating a potential choking hazard to young children. In some cases, when parts break off, the gate will no longer be secure. BRK has received more than one thousand reports of plastic parts including bumpers, hinges, and parts of the handle breaking, sometimes into small pieces. BRK has received six reports of children having broken pieces in their mouths. No choking incidents were reported. All First Alert True Fit safety gates (model CSSG1) are being recalled. A label on each gate identifies it as "First Alert Model CSSG1." The gate is an expandable, pressure- mounted child security gate that also can be installed with screw-mounted hinges for a walk-through style gate. The gate is made of off-white plastic with a gray handle on top of the gate. One version of the gate fits openings from 28 inches to 47 inches wide; another version fits openings from 29.5 inches to 46 inches wide. Toys R Us, Hills and other stores sold the gates nationwide beginning in October 1996 for about $35. Consumers should stop using these gates immediately and call BRK toll-free at (888) 777-5599 (available 24 hours a day) to obtain a refund. In September 1997, BRK recalled the First Alert True Fit safety gates (model CSSG1) made from October 1996 through May 1997 and offered a free replacement gate to all owners. BRK is now recalling all First Alert True Fit safety gates (model CSSG1), including the replacement gates, for a full purchase price refund. BRK no longer manufactures child safety gates.

These Christmas lights are poorly constructed, have undersized wires, no fuse to protect against overheating, and the wires can easily pull out of the plugs. They present a fire and electrocution hazard. CPSC has not received any reports of injuries or incidents involving these Christmas lights. This recall is being conducted to prevent the possibility of injury. Yang Lin Trading, Inc. distributed about 130,000 strings of multicolored lights. These included strings of 100 lights with five-way flashers, and strings of 140 chasing lights with music. They have no certification label indicating they have been tested by an independent testing lab such as Underwriters Laboratories (UL). The packaging reads, "JUEGO DE LUCES DE NAVIDAD" . . . "Pretested!" . . . "Guaranteed to light!" Wholesale World distributed a total of about 46,600 strings of 50 and 100 lights, both clear and multicolored sets. The packaging reads, "50 MINIATURE LIGHTS," "THREE-WAY FLASHER," or "100 MINIATURE LIGHTS," "FIVE-WAY FLASHER" and "ENERGY SAVER." They have UPC codes 97411-13050, or 97411-13100. The packaging is red with white with yellow text. There is no certification label indicating the lights have been tested by an independent testing lab such as Underwriters Laboratories (UL). The back of the box provides instructions in English and Spanish. Small discount stores in Texas, Pennsylvania, California, Illinois, New York and Arizona sold these Christmas lights from August 1998 to December 1998 for between $3 and $18. Consumers who purchased these recalled Christmas lights should immediately stop using them. The lights may be returned to the place of purchase for a refund. Announce Recall of Angel Tree-Top Ornament WASHINGTON, D.C. - In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Kmart Corp., of Troy, Mich., is conducting a voluntary recall of about 132,000 electric angel tree-top ornaments. The fabric used in making these ornaments is flammable, posing a fire hazard. CPSC is aware of two incidents where plastic on these angel ornaments melted from the heat of the bulbs. These tree-top angel ornaments are about 10 inches high, have gowns that are white, gold, silver or a combination of these colors, and have lights attached to each wrist and at its base. "Made in China for Kmart Corporation, Troy, Michigan 48084," and "CODE: 0-377728- 118 are printed on a label attached to the unit's power cord, along with an Underwriters Laboratories label. These cigarette lighters, which operate with push-button electronic ignition mechanisms to produce the flame, have child-resistant mechanisms that do not work. Young children could ignite the lighters. CPSC and American Hua Mao Enterprises are not aware of any injuries involving these lighters. This recall is being conducted to prevent the possibility of injuries. These lighters are refillable, gas fueled piezoelectric catalytic lighter and are equipped with a non-functioning child resistant feature, a lever that slides horizontally under the ignition mechanism. Once the lever under the ignition switch is moved over to allow ignition, it stays in that position until manually reset. The lighters are advertised as Windproof #L2 and #L3 models. The #L2 are two-colored, ceramic-coated metal, oval-shaped lighters with round edges. The #L3 are copper-colored and have a horse molded on the body of the lighter. Both models were sold in black leather-like cases with the model number imprinted on it. They have a stick-on-label reading "MADE IN CHINA." Small retail stores and souvenir shops in New York and Maryland sold these lighters from March 1997 through November 1998 for about $4 to $6. Consumers should immediately stop using these cigarette lighters and return them to the store where they were purchased for a refund. The toy basketball sets with nets that need to be replaced come in a variety of colors and include a nylon net and plastic hoop attached to a plastic pole. The pole is set in a plastic base and adjusts from 3.5 to 6 feet high. The manufacturer's name and model are located on the backboard or base of each toy. The manufacturers will help consumers determine if the nets need to be replaced.

CPSC, Marco Alert Consumers to Gas Fireplace Recall Due to Fire Hazard WASHINGTON, D.C. - In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Marco Manufacturing Inc., of Lynwood, Calif., re-emphasized the recall of more than 22,000 gas decorative fireplaces to repair their vent systems. If the interior vent pipe separates from its connection to the exterior wall of the house, hot exhaust gases can start a fire inside the wall. Marco and CPSC are aware of 22 fires involving these fireplaces. Several of these fires caused extensive damage. No injuries have been reported. The Marco gas fireplaces subject to this recall have a sealed glass-front panel and vent systems that exit the house through the side wall. The fireplaces can be identified by a six or seven digit model number starting with 794 or 797. These model numbers can be found on a label inside the unit's lower grill door. Most of the fireplaces have model designations that include the letters, "CCT." Older models have the designation "MGC36DV." The model designation can be found on the owner's manual. Gas appliance, and hearth and fireplace distributors and dealers sold these fireplaces from February 1993 through November 1997 for about $1,000, and the separate vent system for about $140. Most of these fireplaces were installed during new home construction. Marco already has repaired about 9,000 fireplace vent systems since July 1998. All other owners need to stop using these recalled fireplaces immediately. Marco will arrange for free repair of recalled fireplaces. For additional information, assistance in determining if you have a recalled fireplace or to arrange for a free repair, consumers should call Lennox, which bought out Marco, at (800) 655-2008. Earlier this year, Marco agreed to notify all consumers who have these recalled fireplaces and make the repairs. However, this alert is being issued because not all consumers have been notified by the company about the fire hazard and repairs have not been completed.

The plastic flower toy stem on this toy can break when bent, creating a sharp edge hazard for young children, and possibly causing cuts or puncture injuries. Summer Infant Products, Inc. has received three reports of flower stem breaking. There have been no reported injuries. Garden Play Yard Pals attaches to cribs and play yard rails. The toy includes three figures on a plastic base: a gopher in a cup, a butterfly with a spinning ball rattle, and a flowered mirror with red and purple clackers around its stem. "Summer" is written in white letters on the front of the base. The toy was packaged in a box labeled with UPC number 0 12914 05802 2. Retail and specialty stores, including Babies R Us, Ross Stores, TJ Maxx, and Value City, sold the toy from February 1998 through November 1998 for approximately $12. Bean Inc., of Freeport, Maine, is recalling about 10,000 backpack child carriers, model number AC25. Small children can become entangled in the carrier's harness,which poses a strangulation risk. Also, small children can work their way out of the harness and fall through a leg opening or topple out of the top of the carrier, which can cause head and body injuries. L.L. Bean has received 23 reports of children falling out of the harnesses by slipping through a leg opening or toppling out of the top of the carrier. It was reported that 8* of these children received injuries, including head bumps, bruises, abrasions and contusions and four of these children became entangled by the harness straps around their necks. These forest green L.L. Bean Child Carriers have gray harnesses, and model number AC25, which is written on a tag in the upper left side of the rear storage compartment. These "backpack" carriers have kickstands for loading the child into the carriers. The "L.L. Bean " label is on the back of the carrier. The L.L. Bean website and catalogs, and L.L. Bean retail stores in Maine, Oregon, New Hampshire and Delaware sold the carriers between January 1997 and October 1998 for about $99. Consumers should stop using the carriers immediately and call L.L.
